Northwest Randolph, Northwest Webster, Southeast Pocahontas, Barbour, Upshur, Southeast Fayette, Southeast Nicholas, and Southeast Raleigh Counties.

* WHEN...
From 9 PM Monday to noon EST Tuesday.

* IMPACTS...
The cold wind chills as low as 12 below zero could result in hypothermia if precautions are not taken. Frostbite and hypothermia will occur if unprotected skin is exposed to these temperatures.
