In southeast Ohio, Athens, Gallia, Jackson OH, Lawrence OH, Meigs, Morgan, Perry, Vinton and Washington. In West Virginia, Barbour, Braxton, Cabell, Calhoun, Doddridge, Gilmer, Harrison, Jackson WV, Lewis, Mason, Northwest Randolph, Pleasants, Putnam, Ritchie, Roane, Taylor, Tyler, Upshur, Wirt and Wood.

Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations.
