Urban area, stream, and river flooding caused by prior excessive rainfall continues. * WHERE... Portions of northeast Kentucky, including the following counties, Boyd, Carter and Lawrence and West Virginia, including the following counties, Boone, Cabell, Clay, Jackson, Kanawha, Lincoln, Putnam, Roane and Wayne. * WHEN... Until 1030 PM EST. * IMPACTS... Flooding of rivers, creeks, streams, and other low-lying and flood-prone locations is imminent or occurring. Isolated rock falls and landslides remain possible. * ADDITIONAL DETAILS... - At 720 PM EST, Emergency management reported some lingering impassable roads across portions of the warned area from prior rainfall. Between 1 and 2 inches of rain fell earlier in the day. - Some locations that will experience flooding include...
