Portions of southeast Ohio, including the following counties, Athens, Gallia, Jackson OH, Meigs, Morgan, Perry, Vinton and Washington and West Virginia, including the following counties, Doddridge, Jackson WV, Mason, Pleasants, Ritchie, Tyler, Wirt and Wood.

* WHEN...
Until 1 PM EST this afternoon.

* IMPACTS...
Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations.
Creeks and streams may rise out of their banks.

* ADDITIONAL DETAILS...
- Moderate to heavy rainfall from Tuesday night and Wednesday has left soils vulnerable to significant runoff with any additional rainfall picked up today.
