Portions of northeast Kentucky, southeast Ohio, and northeast, southern, and western West Virginia.

Until 11 AM EST Tuesday.

* IMPACTS...
The cold wind chills could result in hypothermia if precautions are not taken. Frostbite and hypothermia will occur if unprotected skin is exposed to these temperatures.
