Update: Correct Spelling for child is Kai. The Virginia State Police and the Virginia Missing Children Clearinghouse have issued an AMBER Alert on behalf of the Norfolk Police Department, for a child abduction that occurred on 6-16-25 at 1140 hours. The child is believed to be in extreme danger and was last seen at the 900 block of East Liberty street. Abducted is KAI FOREMAN, age: 4, Black Male, hair: Black, eyes Brown: , height: 3' 6", weight: 40 lbs. Last seen wearing Red Crocs, Blue shorts, Grey True Religion T-shirt. The child is believed to have been abducted by TYLI NEKAH SCOTT, age: 27, race: BLACK, sex: MALE, hair: BLACK IN SMALL BRAIDS, eyes: BROWN, height 6' 1", weight: 173 LBS. Last seen wearing KHAKIS, PLAID SHIRT, AND SKI MASK. They were last seen on foot.
